Ghanaian lawyer Kwame Adofo has described Special Prosecutor Kissi Agyebeng as incompetent and unfit for office, citing mishandling of high-profile corruption cases and mismanagement of taxpayer resources.
Speaking on The Forum on Asaase Radio on Saturday (6 December) Adofo highlighted the Cecilia Dapaah case as an example of what he called systemic failures under the current Special Prosecutor.
He said the office failed to present timely evidence in court, resulting in dismissal, and later attempted to reframe the matter as a money laundering case with the Economic and Organised Crime Office (EOCO).
“From the day he came, I held the view that the man was incompetent and cannot do the job,” Adofo told sit-in host Aaron Antwi.
“You cannot continue to be in public office when the taxpayer is paying you and you keep on lying to us,” he added.
Adofo compared Agyebeng unfavourably with Martin Amidu, the first Special Prosecutor, praising Amidu’s no-nonsense approach despite his resignation.
He said the current leadership has behaved more like a businessman than a public servant, failing to recover stolen funds or hold politically connected individuals accountable.
Reforms
He also criticised structural issues within the OSP, noting that requiring Attorney General authorisation for prosecutions conflicts with Article 88 of the Constitution and renders some OSP-filed cases invalid.
Adofo called for reforms that would grant the office direct prosecutorial powers, cut inefficiencies, and restore accountability.
“Unfortunately, that position should have been given to a foreigner,” he added, arguing that an experienced and independent leader could bring credibility and efficiency to the office, better serving Ghanaian taxpayers.

Adofo’s remarks come amid growing public scrutiny of the Special Prosecutor’s office and its ability to handle corruption cases in Ghana effectively.
New Patriotic Party (NPP) legal team member Ishaq Ibrahim has also called for the replacement of the current Special Prosecutor, citing concerns over the office’s performance and alleged abuse of power.
Ibrahim said the Office of the Special Prosecutor (OSP) was created to handle corruption cases involving politically connected individuals, a task he said is often difficult for the Attorney General to execute.
However, he added that the personalities occupying the office had undermined its effectiveness.
“The OSP was created to prosecute and investigate politically connected people… so in the spirit of my understanding, the office was very relevant,” Ibrahim said.
He noted that former Special Prosecutor Martin Amidu was unable to secure prosecutions, and that the current officeholder has engaged in conduct he described as abusive, particularly in media interactions and enforcement practices.
“When you have such power, have regards to citizens’ rights,” he said, referencing Ghana’s constitutional protections in Chapters 5 and 6.
“The concept of the Special Prosecutor is good, but the personalities are what the problem is. I believe it is time to change the Special Prosecutor.”
