Special Prosecutor detains GRA legal chief in widening SML probe

Kissi Agyebeng, the Special Prosecutor

The Office of the Special Prosecutor (OSP) has arrested Freeman Sarbah, Acting Head of Legal Affairs at the Ghana Revenue Authority (GRA), over alleged corruption and obstruction of justice linked to the controversial GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.

The OSP confirmed the arrest in a statement posted on its official social media platforms on Monday, saying Sarbah is under investigation for suspected corruption and related offences in connection with the SML deal.

The contract engaged SML Ghana to provide revenue assurance services in the downstream petroleum sector and other areas.

It has faced public criticism over alleged inflated costs, questionable procurement processes, and concerns about the legality and scope of SML’s operations.

The investigation, initially launched over procurement breaches and potential conflicts of interest, has since expanded to include several senior officials at the GRA and the Ministry of Finance.

The OSP said preparations are underway to prosecute multiple individuals implicated in the SML contracts by the end of November 2025.

Those expected to face charges include former Finance Minister Ken Ofori-Atta, former GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, along with other senior GRA officials and former Finance Ministry advisors.

The probe has reportedly uncovered evidence of alleged corruption, abuse of office, and breaches of procurement laws in the award and execution of the SML contracts.
