Saglemi case: AG discontinues prosecution of Collins Dauda, others in housing scandal
A nolle prosequi notice filed at the High Court (Financial Division 1) in Accra on Friday (7 February), confirms the state’s decision to discontinue the case.
The Attorney-General and Minister of Justice, Dr. Dominic Ayine, has withdrawn all charges against former Works and Housing Minister Collins Dauda and four others involved in the Saglemi Housing Project case.

The affected individuals include Collins Dauda, Kweku Agyeman-Mensah (former Minister for Water Resources, Works, and Housing), Alhaji Ziblim Yakubu (former Chief Director of the Ministry), Nouvi Tetteh Angelo (CEO of Ridge Management Solutions Ghana Limited), and Andrew Clocanas (deceased, former Executive Chairman of Construtora OAS Ghana Limited).
The move, officially signed by Dr. Ayine, brings an end to the state’s prosecution of the accused persons.
The Saglemi case
The accused were initially charged with 70 counts, including causing financial loss to the state, in connection with the $200 million Saglemi Affordable Housing Project.
The case, which began under the Akufo-Addo administration, alleged that Collins Dauda, Kweku Agyeman-Mensah, and Alhaji Ziblim Yakubu were central to the project’s planning and execution.
Andrew Clocanas (now deceased) and Nouvi Tetteh Angelo were also implicated in financial irregularities related to the project.
