Kodjo Esseim Mensah-Abrampa, the director general of the National Development Planning Commission (NDPC), says the maintenance regime for the Accra-Tema Motorway is terrible and there is a great need to improve it.
He said Ghana is lagging behind when it comes to road infrastructure.
In a conversation with Asaase about the development challenges Ghana faces and the state of the Accra-Tema Motorway, Dr Mensah-Abrampa said the government is working assiduously to rehabilitate it through a public-private partnership.
Speaking with Nana Yaa Mensah on Sunday Night, Mensah-Abrampa said: “Given Ghana as it is, in terms of its status as a lower middle-income country, we are a bit behind in terms of road infrastructure and it’s one area that we need to look at critically.
“The Accra-Tema Motorway is dismal. It’s dismal in the sense that already the fleet [riding] on it is over capacity. The quality is very bad, the maintenance regime is terrible and it’s overcrowded during the peak periods.”
He added, “I know that there’s a frantic process to get this done [to turn it into] a three-lane [highway] on each side. I’ve been in several meetings where we’ve been very close to a public-private partnership to get this done and bring it to a level that will be standard …
“I know that they are very close to starting it [launching a partnership to rehabilitate the Accra-Tema Motorway] …”
The NDPC boss added, “The other thing that we’re also developing is making use of the sea because a lot of these goods are not just coming to Accra, they are going beyond Accra, but they have to use the motorway.
“If we are able to use the sea transport between Tema and Takoradi, a lot of the haulage could go by sea.
“This is something the government is looking at keenly … but I think that what we can do now is to put the maintenance regime in place on the motorway … and [for] this one it doesn’t take an IMF loan to do it.”
