#SafeMotorway4All: Be patient, Tema Motorway phase 2 is still a reality, says deputy finance minister
The ambitious infrastructure project, which is expected to significantly enhance transportation connectivity in the region, will see construction work initiated in the near future

Abena Osei Asare, the deputy Finance Minister, has said phase 2 of the Accra-Tema Motorway is set to begin soon, although funding has been a major challenge.
“You cannot just go without planning,” Osei-Asare said on the Asaase Breakfast Show with Benjamin Offei-Addo on Tuesday (1 August).
“We will need ready funding. So, once you start you are able to complete. Let’s be patient and let’s wait, it’s not far.”
Osei-Asare said negotiations with potential investors and stakeholders have been ongoing to secure the necessary funding for the project.
Despite the financial challenges, she expressed confidence that the required funds would be secured through collaborative efforts between the government and other stakeholders.
“I know the constructors are in, some negotiations have gone on and I believe very soon work will commence on the second phase,” she said.
Assurances
The commencement of Phase 2 of the Accra Tema Motorway follows recent assurances made by the finance ministry in its mid-year budget review.
At the mid-year budget review, Monday 31 July 2023, Finance Minister Ken Ofori-Atta said that the Road Sector’s Public Private Partnerships (PPP) programme for the financing, construction and management of road infrastructure has two projects at different stages of preparation.
“Phase 1 of the Accra-Tema Motorway Extension Project (31.7km) involves the reconstruction of the Motorway. The Concession Agreement and draft Engineering Procurement and Construction (EPC) agreement have been finalised and will be laid in this House.”
“The Development of Tema Arterial Roads will be structured on a PPP basis using the Build Operate and Transfer (BOT) model. The appraisal of the project is ongoing,” he said.
The finance ministry has demonstrated its commitment to prioritise the development of critical infrastructure projects and has been actively working towards securing investments for this significant venture.
Once completed, the Accra-Tema Motorway’s Phase 2 is expected to ease traffic congestion and enhance transportation efficiency for commuters traveling between Accra and Tema.
It is also anticipated to boost economic activities in the region and contribute to Ghana’s overall development goals.
As negotiations progress and construction commences, Ghanaians eagerly anticipate witnessing the tangible progress that will result from this critical development initiative.
