Raymond Archer appointed acting Deputy Executive Director at EOCO

Archer is expected to use his extensive investigative and intelligence experience to enhance EOCO’s fight against financial crimes.

President John Mahama has appointed Raymond Archer, a former investigative journalist and intelligence specialist, as the acting Deputy Executive Director of the Economic and Organised Crime Office (EOCO).

The appointment aligns with the President’s Operation Recover All Loot (ORAL) initiative, aimed at retrieving state assets acquired through corrupt means. Archer is expected to use his extensive investigative and intelligence experience to enhance EOCO’s fight against financial crimes.

With over 15 years in national security, intelligence, and risk consulting, Archer has worked across Europe, Africa, and the Middle East. He is a Certified Counter Fraud Specialist and has consulted for international firms such as KPMG (Europe), Kroll & Associates (UK), and Risk Analysis UK.

His connection with EOCO dates back 14 years when he played a key role in drafting the Economic and Organised Crime Act (2010, Act 804) as a United Nations consultant. Since 2019, he has led a covert investigative team known as the Opponent’s Research Group (ORG), specializing in financial misconduct and organized crime.

Beyond intelligence work, Archer is also a cybersecurity expert with partnerships with leading Israeli cybersecurity firms. He holds postgraduate degrees and certifications in security, intelligence, and innovation from Leicester University, York St John’s University, and Portsmouth University (UK). He also has a diploma in national security and intelligence applications from the Galilee International Management Institute in Israel and is currently studying Artificial Intelligence (AI) at the University of Texas, McCombs Business School (USA), focusing on Generative AI.

Before shifting to intelligence, Archer was a celebrated investigative journalist. He won numerous awards, including the Global Gold Medal for Excellence in Journalism from the International Federation of Journalists (IFJ), making him the first African and youngest recipient at age 29. He also won the Lorenzo Natali Prize for Excellence in Journalism in Africa, the Best West African Journalist Award from WAJA, and was twice named Best Investigative Journalist in Ghana (2003/2004) by the GJA.

As the founder and editor of The Enquirer and former editor of The Ghanaian Chronicle, Archer exposed corruption and held public officials accountable. His appointment is expected to bolster EOCO’s effectiveness in tackling high-profile corruption and financial crimes.
