Ghana plans to strengthen local government financing through expanded revenue mobilisation and increased statutory transfers under a new decentralisation policy, a senior official has said.
Gameli Kewuribe Hoedoafia , executive secretary of the Inter-Ministerial Coordinating Committee on Decentralisation, said the policy would enable metropolitan, municipal and district assemblies (MMDAs) to tap new funding sources, including municipal bonds and improved internally generated funds (IGF).
“We want to enable local governments to float municipal bonds… and strengthen IGF collection through property rates and permitting,” he said on the Asaase Breakfast Show on Monday (25 May).
He described property rates as a largely underutilised “beehive of resources,” adding that government plans to deploy digital tools—such as a revenue mobilisation platform developed with support from the German government—to improve valuation and collection.
The policy also encourages public-private partnerships to support property valuation, a process Hoedoafia noted is often too costly for assemblies to undertake independently.
In addition, the government aims to increase the District Assemblies Common Fund (DACF) from the constitutional minimum of five percent of national revenue to 7.5 percent, following cabinet approval.
The reforms form part of broader efforts to deepen fiscal decentralisation and reduce local governments’ reliance on central transfers, while strengthening institutional capacity within the Ministry of Finance.
Hoedoafia said plans are also underway to upgrade the fiscal decentralisation unit at the ministry into a full division to better support Ghana’s 261 local economies.
