A Ghanaian lawmaker has warned that discrepancies between parliamentary committee deliberations and the final report on a controversial anti-LGBTQ bill could undermine legislative integrity.
Anthony Mmieh, MP for Odotobri, said inconsistencies in the drafting process—particularly the inclusion of provisions not fully deliberated—risk setting a troubling precedent for lawmaking.
“Reports should reflect exactly what transpired during committee meetings. This is a bad precedent and should not be repeated,” he said on the Asaase Breakfast Show on Wednesday (3 June).
Mmieh disclosed that some members only saw the final committee report after it had already been prepared, raising questions about oversight and accountability.
He stressed that responsibility for accuracy lies with all committee members, but particularly with leadership and clerks tasked with compiling reports.
The MP also pointed to concerns raised during parliamentary debates, noting that disagreements over key clauses were not adequately resolved before the bill was passed.
Despite the controversy, he maintained that Parliament has the opportunity to correct any defects through a second consideration process.
“We can make amendments, deletions, and insertions. Let us ensure what we pass is constitutional and effective,” he said.
Mmieh rejected suggestions that the review process is politically motivated, insisting the focus should remain on delivering a law that reflects the will and interests of Ghanaians.
