Ms Deborah Louisa Dodoo, who until recently served as Chief Staff Officer in the Administration Division of the Office of the Special Prosecutor (OSP), is challenging her dismissal and has, through her lawyers, issued a formal demand for the immediate withdrawal of her termination letter, citing violations of due process and her fundamental right to a fair hearing.
In a letter dated July 9, 2025, addressed to Special Prosecutor Mr Kissi Agyebeng, law firm Lincoln Gray Ollennu & Co., acting on Ms. Dodoo’s behalf, described the termination as “unlawful and procedurally flawed.”
The petition, dated July 9, 2025, and addressed to Special Prosecutor Mr Kissi Agyebeng, demands the immediate withdrawal of the termination letter issued to Ms. Dodoo on June 16, 2025. The lawyers argue that the dismissal violated statutory procedures and fundamental rights guaranteed under Ghanaian law.
The letter, signed by G.A. Gyamfi, head of the firm and legal counsel for Ms. Dodoo, accuses the OSP of breaching Regulation 2(2)(b) of the Office of the Special Prosecutor Regulations, 2018 (L.I. 2373), which requires that a person facing dismissal must be given an opportunity to be heard.
“We are under instruction to express our client’s utmost concern regarding the purported termination of her appointment… carried out in violation of her fundamental right to a hearing in accordance with law,” the letter stated.
According to the lawyers, Ms. Dodoo had never been dismissed from any public or private employment prior to her recruitment into the OSP. They claim her appointment followed a thorough vetting and headhunting process by the OSP itself, culminating in an official offer of employment dated September 25, 2023. She reportedly accepted the offer in good faith and assumed her duties as Chief Staff Officer — a role equivalent in rank to Deputy Commissioner of Police.
Her legal team further referenced a subsequent confirmation letter from the OSP, dated March 14, 2025, which stated:
“We are pleased to confirm your appointment, effective 3 March 2025, after satisfactory work and conduct during your probation as Chief Staff Officer.”
They maintain that the confirmation of her appointment proves she had passed all background checks and that there was no basis for a sudden dismissal.
“The confirmation of her appointment would not have been possible if she had not passed all the background checks and other verifying procedures required under L.I. 2373,” the lawyers insisted.
The letter further demands not only the withdrawal of the termination letter but also Ms. Dodoo’s immediate reinstatement to her position. The legal team warns that should the matter remain unresolved within 14 days from the date of the letter, their client will initiate legal action to protect her rights.
“We humbly demand that you withdraw your letter under reference terminating her appointment and reinstate [her] to her position as Chief Staff Officer, Administration soonest,” the petition read.
“If this matter cannot be resolved amicably within fourteen (14) days from the date of this letter… our client will have no option than to vindicate her legal rights at law.”
