“Not a pesewa sent” – NPP MP fumes over delayed GHC987m DACF release

A leading opposition lawmaker is questioning why Ghana’s district assemblies have yet to receive their first-quarter Common Fund allocations, weeks after the finance minister told Parliament the funds had been released.
Kennedy Nyarko Osei, MP for Akim Swedru and a member of the New Patriotic Party (NPP), expressed frustration over the apparent delay, accusing the government of prioritising optics over its statutory obligations.
“It’s about a month now since the Government, through its finance minister, informed the House that the Q1 DACF allocation had been released. As I speak, not even a pesewa has hit the accounts of the assemblies,” he said in a Facebook post on Friday (4 July).
On 3 June, Finance Minister Dr. Cassiel Ato Forson told Parliament that nearly GH¢988 million had been transferred from the Consolidated Fund to the District Assemblies Common Fund (DACF) as the first-quarter allocation for 2025.
He stressed that 80% of the funds were to be disbursed directly to the 261 Metropolitan, Municipal and District Assemblies (MMDAs), with strict oversight conditions.
But Osei cast doubt on the claim, questioning the motive behind the delay. He further suggested the delay could be a deliberate attempt to create the illusion of fiscal discipline.
“Is it that the Government is afraid of spending to meet its own statutory obligations as captured in their budget? What’s keeping the Government from releasing these funds?” he asked.
“Is the Government doing this just to keep their books clean and create a temporary economic stability at the expense of the country’s development?” he queried.
