No leader must be allowed to touch reparations funds – Maulana warns

The co-founder of the Afrika World Reparations and Repatriation Truth Committee, Hamet Maulana, has cautioned that any future reparations funds allocated to Africa must be placed under firm safeguards to prevent corruption, political interference, and mismanagement.

Speaking in an interview with Asaase News, Maulana said previous experiences on the continent show why strong protective structures are necessary. According to him, “no leader should be allowed to touch that fund”, noting that reparations money is meant to repair historical damage, and not become another resource that can be misused.

He stressed that the money should go straight to the people who need it, not get lost in government systems where no one is held responsible.

To ensure transparency, Maulana proposed the creation of an African Continental Endowment Fund that would be jointly managed by both the government and ordinary citizens.

He explained that such a structure would only permit spending when both sides agree, reducing the risk of political abuse. “There must be an established African Continental Endowment Fund. No leader will be permitted to touch that fund.”

According to him, it would be an arrangement “where committees of the people with government, meaning equally, would be co-contributors, co-signers of any funding and development that comes out of that particular settlement. And that means that’s the only way the people, the market women, the youth could benefit from this”, he said.

Maulana believes this approach would guarantee that any reparations money ultimately reaches the people and communities who need it most.

“This way, I feel very definite that the monies would work its way down all the way to the Zongo communities into where it’s needed to the villages up north and the rural areas. It would be a good thing.”
