Speaker orders Health Minister to appear before Parliament in two hours

Health Minister, Kwaku Agyeman-Manu, has been given two hours by the Speaker to appear before Parliament else he risks facing the consequences

The Speaker of Parliament, Alban Bagbin, has ordered Health Minister, Kwaku Agyeman-Manu, to appear before the House in two hours to answer a question related to his ministry.

Bagbin wants the minister to honour an invitation to answer a question by MP for Sefwi Akontombra, Alex Tetteh Djornobuah, or face the consequences.

Agyeman-Manu failed to appear before the House on Monday 29 March 2021 to answer a question filed by the MP asking the type of health facility programmed to be constructed in Sefwi Akontombra and when it will be completed.

The Speaker’s attention was drawn to his absence by Minority Chief Whip Muntaka Mubarak who said Agyeman-Manu’s action was unacceptable.

This prompted Bagbin to order the minister to appear before the MPs in two hours to answer the question while chastising the conduct of ministers of state who take questions filed by MPs for granted.

“I am not going to take that,” Bagbin said.

“Disrespectful to Parliament”

He added: “You don’t take any person by surprise. Questions are filed, processed and sent to the ministers. They go pass through the business committee and programmed for ministers to appear on specific days to answer the questions…

“So the minister responsible for health is aware that the question has been scheduled for today. The reasons he has given for his inability to present himself before the House to answer the question is completely disrespectful of Parliament. I direct that the minister appears before Parliament within two hours to answer the question. Failing to do so, the necessary consequences will apply.”

“Ministers must take parliamentary business serious. The time is 11.40 within two hours the Minister should appear to answer these questions.”
