NDPC launches evaluation process for National Development Policy Framework

NDPC initiates a six-month evaluation of the MTNDPF 2022-2025 to assess policy impact and inform Ghana’s future development strategies.

The National Development Planning Commission (NDPC) has launched an evaluation process for the Medium-Term National Development Policy Framework (MTNDPF) 2022-2025, aimed at ensuring effective governance and maximising the welfare of Ghanaians.

The MTNDPF, dubbed Agenda for Jobs II (2022-2025), focuses on key areas such as Social Protection, Child Protection, Education, Health, Nutrition, Job Creation, and Water, Sanitation, and Hygiene (WASH).

The evaluation, which will run for six months, is expected to provide insights that will guide the development of Ghana’s next medium-term policy framework.

Speaking at the launch, Director General of NDPC, Dr. Eric Akobeng, stated that the commission will adopt a transparent and ethical approach in carrying out the evaluation.

He highlighted the involvement of the Cross-Sectoral Planning Group, which includes representatives from ministries, departments, agencies (MDAs), the private sector, and subject-matter experts.

Additionally, the NDPC will establish an Evaluation Reference Group comprising representatives from academia, civil society organizations (CSOs), the private sector, development partners, and government institutions.

Steering and Technical Committees will oversee the process, ensuring a comprehensive and structured assessment of the MTNDPF’s implementation.

Informing Future Policy Development

Dr. Akobeng stated that the findings from the evaluation will help shape a new Medium-Term National Development Policy Framework, reflecting the country’s aspirations and priorities.

UNICEF’s Social Policy Specialist, Charles Dzradosi, reaffirmed the organization’s commitment to supporting Ghana’s policy evaluation systems.

He noted that the process will assess not only the implementation of policies but also their fairness, inclusivity, and alignment with human rights and disability standards.

“It is our hope and expectation that the outcomes of this evaluation process will provide, not just a compendium of policies and activities that have been implemented or not, but also ask questions about how equitable they are, whether they are human-rights-based, and whether they are disability-inclusive,” he said.

As Ghana continues to pursue sustainable development, the evaluation of Agenda for Jobs II is expected to provide critical insights and recommendations to enhance future policy planning and implementation.
