The Minority in Parliament has called for the immediate removal of the director general and board chairman of the National Council for Curriculum and Assessment (NaCCA), accusing the leadership of failing in its oversight responsibilities over the inclusion of “gender identity” content in a manual for senior high school teachers.
Addressing journalists on Thursday (15 January 2026), the MP for Old Tafo, Vincent Ekow Assafuah, said leaders of NaCCA had breached public trust by allowing the controversial material to be published and circulated.
“We call for the immediate dismissal of the director general and the board chairperson of the National Council for Curriculum and Assessment for their failure in oversight and breach of public trust,” Assafuah said.
The Minority’s demand follows claims by the NPP MP for Assin South, Reverend John Ntim Fordjour, who alleged that the government was subtly promoting an LGBTQ agenda through teacher manuals and other materials used in schools.
The controversy centres on the Year Two Physical Education and Health (Elective) Teacher Manual, which contained sections on gender identity. NaCCA has since admitted that aspects of the content did not align with Ghanaian culture, norms and values.
In response, the Council withdrew the printed copies of the manual and released a revised edition which, it says, reflects national values and a biological understanding of the subject matter.
Despite the corrective steps, the Minority insists that accountability must be enforced at the leadership level, arguing that the incident exposes grave lapses in NaCCA’s curriculum review and approval processes.
The development has triggered a broader national debate on curriculum oversight, the role of NaCCA in safeguarding societal values, and how Ghana balances its particular cultural norms with evolving global standards in education.
