Members of Parliament have questioned how 4.3 billion shillings in donor funds were spent after the first African Climate Summit(ACS).
The Environment and Climate Change Principal Secretary (PS) Festus Ng’eno was summoned and fined, but MPs kicked him out after he failed to answer their questions. He did not receive any funds as the donors paid directly to various suppliers but could not reveal the beneficiaries.
The ACS 2023 summit was organised in South Africa as the world grappled with the escalating threats of climate change.
The ACS basket fund received US$28.98 million from donors, but the PS only spent $16 million, as Baringo South MP Charles Kamuren wondered why the Kenyatta International Conference Centre (KICC) remained unpaid.
Ng’eno provided receipts for how funds were spent but remained tight-lipped about who was hired to provide goods and services.
The funds covered logistics, security and transport, accommodation and meals, registration and accreditation for delegates, health and emergency services, protocol and hospitality expenses, and venue costs.
