Mahama’s 24-hour economy needs policy blueprint – Osae Kwapong

A leading governance expert has called on Ghana’s government to provide a clear and comprehensive framework for its much-touted 24-hour economy policy, describing it as crucial to tackling the country’s economic challenges.

John Osae Kwapong, a Democracy and Development Fellow at the Centre for Democratic Development (CDD-Ghana), made the remarks on Asaase Radio’s current affairs programme, The Forum on Saturday (10 May).

“I am still waiting for that comprehensive legislation that would coordinate the pieces and dimensions of it to actually fully roll it out because that is exactly where the promise is,” Kwapong said.

According to him, while the 24-hour economy was a signature promise of the Mahama administration during the 2024 election campaign, it requires a well-defined legal and policy framework to become a reality.

“The way it was pushed out during the 2024 election, I think it needs an interconnected framework that says this is what the policy would look at, these would be the priority areas, and this is how the policy would look like,” he explained.

Mr Kwapong emphasised the importance of a legislative instrument that would clearly outline the structure, focus areas, and implementation strategy of the policy, allowing stakeholders to understand their roles.

His comments come amid growing public interest in how the 24-hour economy initiative, aimed at boosting productivity and economic resilience, will be implemented.

Meanwhile, President John Mahama had announced significant advancements in implementing his administration’s transformative 24-hour economy policy, delivering on a key campaign promise within his first 120 days in office.

“The program rollout has commenced in earnest,” President Mahama said.

“We promised to commence drafting the needed legal amendments and prepare for implementation within the first 120 days – and we have delivered on that promise.”

The President confirmed that Cabinet has approved crucial amendments to both the Ghana Investment Promotion Center Act and the Labour Act.

“These amendments aim to enhance social protection, create an enabling environment for the 24-hour economy policy, and promote conducive business and labor relations,” he explained.
