Health Minister Kwabena Mintah Akandoh acknowledged the serious impact of the ongoing Ghana Registered Nurses and Midwives Association (GRNMA) strike and emphasised the government’s readiness to resolve the impasse—within economic constraints.
The strike stems from the delayed implementation of a Conditions of Service agreement signed in May 2024 and due for implementation in July 2024.
Speaking at a press briefing today, the Minister said that, since assuming office, the Ministry of Health has held multiple meetings with the GRNMA to resolve outstanding issues.
Despite this, the Association went on strike on 2 June, having skipped key meetings, including one of 30 May called with other nursing associations, which toned down industrial action, prompting the grievance to escalate.
The Minister said, “Government appreciates the invaluable contributions of Ghanaian nurses and midwives… [and] remains committed to engagement that will lead to approval and implementation of the new Conditions of Service.”
He disclosed that the Ministry of Finance and Fair Wages and Salary Commission have been tasked to develop a roadmap for “smooth implementation,” stressing that unbudgeted expenditure may cause fiscal instability—a scenario the current budget cannot accommodate.
The Conditions of Service were not included in the 2025 budget, and attempting full implementation now could completely throw the economy off gear.
To mitigate patient suffering, he announced a forthcoming list of backup facilities and has called on retired nurses and midwives to temporarily support operations. Health workers who remain at their posts were commended for their dedication in this crisis.
The government is balancing public health obligations with tight budgetary limits, inviting continued negotiations—but wants the strike suspended while discussions continue.
