Government halts GHC1 fuel levy rollout amid public and stakeholder pushback

GRA delays rollout of controversial fuel levy initially set for June 16

The Ghana Revenue Authority (GRA) has announced a delay in implementing the controversial GH₵1 fuel levy, widely referred to as the “Dumsor Levy.”

The levy was slated to take effect on 16 June, under the Energy Sector Levies (Amendment) Act, 2025, which aims to raise funds to clear energy-sector debt.

According to GRA, the postponement follows a directive from the Ministry of Finance and extensive consultations with industry stakeholders. The planned levy increase, known as TIO No. 2025/004, will remain on hold until a new date is determined.

Background on the Levy

Introduced under the framework of the Energy Sector Levies (Amendment) Act—commonly called the “Dumsor Levy”—this fuel surcharge was intended to address the sector’s shortfall and debt repayment obligations.

However, it faced immediate resistance from civil society and sector players, who criticized the lack of prior engagement and discretionary introduction.

Reactions from Stakeholders

Opposition voices have described the levy as “midnight robbery,” citing concerns over fuel price hikes and heightened cost of living. Entities like ASEC and IPPG urged more meaningful stakeholder participation before implementation.

What Happens Next

The GRA and Ministry of Finance have assured the public that a fresh schedule for implementation will be released in due course. In the meantime, fuel stations have been instructed to maintain current pump prices.

This postponement offers temporary relief to consumers amid rising inflation and economic pressure. Observers are now keenly watching for further dialogue and formal announcements before the levy is reintroduced
