Government pays GHC9.7bn in debt coupons under exchange programme

The government has announced that it has disbursed nearly GHC9.7 billion to bondholders under its Domestic Debt Exchange Programme (DDEP), in what officials describe as a show of fiscal discipline and commitment to investors.

In a statement issued on Tuesday (19 August), the Ministry of Finance confirmed that the coupon payments bring the total amount disbursed under the programme in 2025 alone to GHC19.4 billion.

The ministry said the move “demonstrates government’s unwavering commitment to honouring the terms outlined in the Memorandum of Understanding signed under the exchange programme” and is aimed at strengthening investor confidence.

As part of broader fiscal reforms, the government has also created two dedicated sinking fund accounts – one in Ghana cedis and the other in US dollars – to serve as liquidity buffers.

These are designed to ensure the timely repayment of bonds due to mature in 2026, 2027 and 2028, in line with provisions under the Public Financial Management Act.

Ghana, which is implementing tough reforms under an International Monetary Fund (IMF) support programme, has faced mounting criticism over its debt restructuring, which saw local investors forced into bond swaps to ease the burden on the public purse.

Officials say they are determined to rebuild credibility after a period of severe economic turbulence.

“The government assures investors and the public that subsequent debt obligations, including DDEP obligations, will be honoured fully and on time,” the ministry said.

The latest payout comes as the country works to stabilise its economy, following a debt crisis that pushed inflation to decades-high levels and weakened the cedi.
