Government moves to pay tertiary Book and Research allowances for 2024/25

The Government of Ghana has approved the payment of Book and Research Allowances for senior members of public universities and colleges of education for the 2024/2025 academic year, following mounting pressure from key unions.

Under the approved structure, academic staff in public universities will receive $1,500 as Book Allowance and $1,600 as Research Allowance. Non-academic senior staff are to receive $1,500. The cedi equivalent is to be calculated at a fixed exchange rate of GHS15.47 to the dollar, covering claims between September 2024 and March 2025.

The directive, seen by Asaase News, comes days after the University Teachers Association of Ghana (UTAG), Technical University Teachers Association of Ghana (TUTAG), and Colleges of Education Teachers Association of Ghana (CETAG) threatened a nationwide strike over delays in releasing the exchange rate for the computation.

“The allowance has been fully captured in the 2025 Budget,” Finance Minister Dr Cassiel Ato Forson assured in a Facebook post after meeting union leaders on 10 June.

Institutions are required to submit audited claims through their Internal Audit Units before processing by the Ghana Tertiary Education Commission (GTEC). The government insists this is necessary for accountability and prompt disbursement.

The unions, while welcoming the announcement, maintain that failure to pay by the June 13 deadline would activate a full-blown strike. They argue the allowance is a statutory right, not a favour.
