
The Attorney General and Minister for Justice, Dr Dominic Ayine, has revealed that Ghana has lost over GH¢548 million to a criminal network embedded within the National Service Authority (NSA).
The massive financial loss, he disclosed, resulted from the fraudulent inclusion of ghost names on the national payroll.
Speaking at a press briefing on Friday, 13 June 2025, Dr Ayine provided updates on the government’s intensified anti-corruption campaign under the “Operation Recover All Loot (ORAL)” initiative.
The exposé follows a directive by President John Dramani Mahama, who earlier ordered the National Investigations Bureau (NIB) to probe irregularities at the NSA after over 8,000 ghost names were discovered on the institution’s payroll.
Dr Ayine described the scheme as a “criminal enterprise” masterminded and executed by individuals in positions of authority during the Akufo-Addo administration. These include former directors, staff members of the NSA, and external service providers.
“In total, as stated, we lost about GH¢548,333,542.65 to the criminal enterprise perpetrated by these executives, directors, and staff, as well as the service providers in the market,” Dr Ayine said.
He explained that the fraudulent activity was enabled through the deliberate creation and maintenance of non-existent personnel records in the NSA’s payroll system. These ghost names were then used to divert large sums of public funds into private hands.
