Ghana strengthens public accountability with IPSAS implementation

The adoption of IPSAS has improved reporting in key areas such as revenue, expenditure, assets, and liabilities (REAL), and also allows for the recognition of specialised accounting areas like Public-Private Partnerships, gold royalties, biological assets, and post-employment benefits obligations

Ghana has reaffirmed its commitment to enhancing public financial transparency through the full implementation of the International Public Sector Accounting Standards (IPSAS).

Speaking at the 2025 CAGD Annual Conference at Ho Technical University, the Controller and Accountant-General highlighted the department’s progress in modernising the country’s financial reporting systems.

The adoption of IPSAS has improved reporting in key areas such as revenue, expenditure, assets, and liabilities (REAL), and also allows for the recognition of specialised accounting areas like Public-Private Partnerships, gold royalties, biological assets, and post-employment benefits obligations.

These advancements, achieved in collaboration with key stakeholders, aim to strengthen public sector financial governance in line with international standards.

The Controller-General also encouraged participants to uphold values of integrity, transparency, and professionalism in public financial management as a basis for sustainable national development.

In addition, the department has taken steps to sanitise the Government of Ghana’s payroll, suspending the salaries of over 4,000 employees due to discrepancies in their identification credentials.
