Adu Boahene, wife and two others charged with GHC49 million fraud and money laundering

Kwabena Adu Boahene, director general, National Signals Bureau (NSB)

Four individuals, including a former top intelligence officer, have been dragged before the high court in Accra over their alleged involvement in a multimillion-cedi fraud scheme. Kwabena Adu Boahene, a former director of the National Signals Bureau under Ghana’s national security architecture; his wife, Angela Adjei Boateng; Mildred Donkor; and a company, Advantage Solutions Ltd, face a total of ten criminal charges ranging from stealing and causing financial loss to the state to money laundering.

According to the charge sheet filed by the Attorney General’s Department, Adu Boahene is accused of dishonestly appropriating an amount of GHC49.1 million under the pretence of procuring a cyber-defence system for the Republic of Ghana between February and March 2020.

The prosecution alleges that rather than acquiring the said system, the funds were diverted for private use, with a significant portion funnelled through Advantage Solutions Ltd – a company allegedly linked to the accused persons.

The wife of Adu Boahene, Angela Adjei Boateng, is charged with conspiracy to steal and using public office for profit, while Mildred Donkor and Advantage Solutions Ltd face charges including conspiracy and money laundering.

“The accused persons acted together to misappropriate state funds and launder the proceeds through various investment channels,” the Attorney General’s office said.

Enduring canker

The Adu Boahene case reflects growing concern by ordinary Ghanaians about abuse of public office and the persistent challenge of corruption in state organisations, particularly sensitive institutions.

The four accused have been charged formally and are expected to appear in court as further legal proceedings unfold.
