Eswatini delegation visits OSP to study best practices

A high-level delegation from the Kingdom of Eswatini has visited Ghana’s Office of the Special Prosecutor (OSP) to gain insights into the country’s anti-corruption institutions, legal frameworks, and operational strategies, with a view to strengthening similar systems in Eswatini.

According to a post by the OSP on Facebook on Wednesday, 10 March, the delegation was led by Jabu Phakathi, Commissioner of the Eswatini Anti-Corruption Commission, and included the Legal Advisor and Legislative Drafter from Eswatini’s Ministry of Justice and Constitutional Affairs.

During the visit, the delegation held discussions with Deputy Special Prosecutor Cynthia Lamptey and senior directors at the OSP.

They were briefed on the Office’s mandate, operational procedures, legal authority, inter-agency and international collaborations, stakeholder engagement, staffing, resources, and accountability mechanisms.

The delegation also examined Ghana’s legal framework, which safeguards the OSP’s independence from the executive.

In Ghana, the Special Prosecutor’s appointment process and security of tenure allow cases to be prosecuted without interference from the Attorney General. In contrast, the Eswatini Anti-Corruption Commission’s Commissioner and Deputy Commissioner are political appointees of the King serving five-year terms—a structure that limits institutional autonomy.

Discussions further explored potential reforms to strengthen Eswatini’s anti-corruption framework, including proposals to grant investigative powers to the Commission.

The delegation also studied Ghana’s ongoing constitutional review proposals aimed at entrenching the anti-corruption body in the constitution, clarifying Article 88, and improving management of unexplained wealth cases.

The visit underscores growing regional collaboration on anti-corruption initiatives and highlights Ghana’s role as a model for institutional independence and operational effectiveness in combating corruption.
