DVLA, National Security arrest five over fake number plate syndicate

A coordinated operation by the Driver and Vehicle Licensing Authority (DVLA) and National Security has led to the arrest of five individuals allegedly involved in the production and distribution of counterfeit “DV” (Defective Vehicle) number plates across Ghana.

The arrests were made in multiple locations, including Lapaz, Narhman, Tarkwa, and Kumasi, following a targeted intelligence-led mission aimed at dismantling a criminal network responsible for flooding the market with forged vehicle documentation. Authorities say the suspects are key players in a sophisticated forgery chain that pairs fake DV plates with fraudulent motor insurance documents, creating a false sense of legitimacy for vehicle owners and evading detection by law enforcement.

While five suspects are currently in custody, DVLA officials confirmed that at least two additional individuals remain at large. The five in custody have been arraigned in court and are on remand, with their next court appearance scheduled for 17 March 2026, as investigations continue.

The DVLA has emphasized that the manufacture and use of forged plates is a serious criminal offense under Ghanaian law. Regulation 23 of the Road Traffic Regulations, 2012 (L.I. 2180) outlines the legal requirements for genuine DV plates, while Subregulation 11 explicitly criminalizes forging or using fraudulent plates, including displaying duplicate or forged copies.

In a public advisory, the DVLA reminded vehicle owners that genuine plates are available at all official licensing centers and cautioned against using middlemen or unverified agents, often referred to as “goro boys,” who may provide illegal plates. The Authority stressed that motorists using counterfeit plates risk not only prosecution but also compromising the safety and legal security of their vehicles.

“The Authority wishes to caution the general public on the infiltration of fake DV plates in the system,” the statement read, highlighting the commitment of DVLA and National Security to protecting motorists and maintaining the integrity of the country’s vehicle registration system.
