COMAC urges swift action ahead of 16 July rollout of new GHC 1 fuel levy

The Chamber of Oil Marketing Companies (COMAC) is urging the government to immediately address key concerns ahead of the 16th July implementation of the amended Energy Sector Levies Act, 2025.

The levy, introduced under Act 1141, will impose an additional 1 cedi per litre on petrol and diesel and 20 pesewas on marine gas oil (MGO) as part of efforts to settle legacy debts in Ghana’s energy sector.

While the Ghana Revenue Authority (GRA) officially announced the new implementation date yesterday, COMAC says it had prior engagements with the Authority and had requested a deferment from the earlier proposed timeline.

Chief Executive Officer of COMAC, Dr Riverson Oppong, spoke in an exclusive interview with Asaase News this morning.

“We were in the know before the letter came. GRA initially wanted to roll it out earlier, but we advised against it given the short notice. We received the official letter yesterday, but discussions had already begun on Monday,” Dr Oppong said.

COMAC said its members are not against the levy in principle but have presented three key conditions to ensure the system is fair, efficient, and sustainable.

“You see one cedi per litre, but we’re dealing with millions of cedis. Once you pick fuel from the depot, the government sees it as sold, even when it’s not. We’re simply asking for 15 more days to allow flexibility, and we always pay; we don’t default. Reports by the Office of the Special Prosecutor show MGO ending up in places it shouldn’t. That’s why we’re calling for the full tax on MGO to ensure fairness and protect the integrity of the market,” Dr Oppong added.
