Eva Mends, the chief director at Ghana’s Ministry of Finance, has been removed from her role and reassigned to the Public Services Commission (PSC).
Dr Patrick Nomo, with whom Ms Eva Mends worked, has subsequently been assigned as the new Chief Director for the Ministry of Finance.
Mends, a seasoned technocrat with over three decades of service, joined the ministry in 1991 as a National Service person and rose through the ranks to become one of its most experienced officials.
She previously served as budget director and led several important public financial management reforms. Following her reassignment, Ms Mends has taken her annual leave.
Developed the PFMA
Two weeks ago, she was reassigned to the Public Services Commission, but sources say her rank as chief director limits such redeployments unless they are to equivalent roles.
Her exit marks the end of an era at the ministry, where she has been widely respected for her leadership and technical acumen.
Mends is credited with spearheading a number of ground-breaking reforms, including Ghana’s shift to gender-responsive and programme-based budgeting.
She also played a pivotal role in the development of the Public Financial Management Act.
Profile
A graduate in political science and economics from the University of Ghana, Ms Mends holds an Executive Master’s in public administration from the Ghana Institute of Management and Public Administration (GIMPA).
She has also studied at prestigious institutions such as Harvard and Duke Universities in the United States.
Her professional expertise spans economic policy analysis, budget and aid management, fiscal decentralisation and social protection.
Working alongside Patrick Nomo and Ken Ofori-Atta, the immediate past minister for finance, Mends was instrumental in negotiating Ghana’s current IMF programme as well as its implementation.
She was instrumental in Ghana’s qualification for the first Millennium Challenge Account and contributed to the design of the Multi-Donor Budget Support programme.
Ms Mends was the second woman to hold the role of chief director at the Ministry of Finance.
