CFF-Ghana backs cocoa reforms, calls for dialogue and clear roadmap

Community Focus Foundation Ghana (CFF-Ghana) has expressed support for the government’s proposed reforms in the cocoa sector, describing the measures as timely while urging broader stakeholder engagement to address concerns.

In a statement issued on Wednesday (18 February 2026), the organisation said it was adding its voice to the ongoing national debate on the future of Ghana’s cocoa industry.

The position follows a recent press conference by the Finance Minister, Cassiel Ato Forson, where government outlined a package of reforms aimed at restoring confidence, promoting value addition and ensuring long-term sustainability in the sector.

The measures announced include a reduction in the producer price from GHC3,625 to GHC2,587 per bag, the introduction of an automatic price adjustment mechanism with a 70% Free On Board (FOB) price guarantee to cushion farmers against global price fluctuations, a new financing model to replace syndicated loans with domestic cocoa bonds, and a policy target to process 50% of raw cocoa beans locally.

The reforms have attracted opposition from sections of the public, including the New Patriotic Party, which has raised concerns over the price reduction, alleged unpaid arrears to farmers and issues of transparency in cocoa sector finances.

CFF-Ghana acknowledged that the concerns of sector players, particularly farmers, are valid. However, it said it believes the comprehensive reforms have come at an appropriate time, given the long-term gains they are expected to deliver.

The organisation called on government and the Ghana Cocoa Board (COCOBOD) to intensify engagement with cocoa sector stakeholders to fully explain the reforms and their projected impact, with the aim of building consensus and resolving the current impasse.

It further urged investors, cocoa farmers and produce buying companies to exercise restraint and work collaboratively with government to strengthen the sector.

CFF-Ghana also appealed to government to publish a clear implementation roadmap, including defined timelines, to enhance transparency and secure public confidence in the reform process.
