Budget 2025: Amin Adam questions the lack of financial allocation for 24-hour economy

The government’s much-touted 24-hour economy policy is absent from the 2025 Budget, raising doubts about its implementation, says the former finance minister Mohammed Amin Adam.

Speaking on the Asaase Breakfast Show on Friday (14 March), the former finance minister questioned why there is no financial allocation in the Budget for the flagship policy, which was one of President John Mahama’s major campaign promises.

“If the 24-hour economy was a priority, where is the money to fund it? There is no Budget allocation, no implementation plan, nothing. How can you run a country on promises without financial backing?” he asked.

He further argued that the appointment of a minister for the 24-hour economy without corresponding budgetary support exposes the policy as mere politicking and rhetoric.

“The president’s first appointment was a minister for the 24-hour economy. Yet, two months later, he presents a Budget with no money for it. This tells you it was just a campaign slogan with no real intent to implement,” Amin Adam said.

He also criticised the government’s broad economic direction, arguing that the Budget focuses on consumption rather than production.

“If the NDC is serious about economic growth, they need to invest in industries, job creation and productivity – not just consumption. Right now, this Budget suggests the government has no clear plan for growing the economy,” he concluded.
