Former President Akufo-Addo on 12 September 2024, appointed Mr Michael Asare Bediako as the Chief Executive Officer (CEO) of the Millennium Development Authority (MiDA) in accordance with Article 195 (1) of the Constitution and Section 15 (2) of the Millennium Development Authority Act, 2006 (Act 702).

MiDA’s new mandate

Following former President Akufo-Addo’s directives, MiDA will now pivot towards its third main objective: managing other national development programs, including those funded by the Government of Ghana, Development Partners, or both. MiDA’s expanded mandate includes oversight and Management of National Development Programmes.

MiDA will oversee and manage large-scale development programmes beyond the Millennium Challenge Compacts. This will include the Government of Ghana’s flagship projects and donor-funded initiatives that align with MiDA’s expertise. Three key programs to be managed by MiDA under this new mandate are the Economic Enclaves Project (EEP), Digital Youth Villages, and the Ghana Cares “Obaatanpa” Programme.

MiDA has been designated the coordinating entity for the Economic Enclaves Project, a large-scale agricultural initiative aimed at facilitating the participation of private sector investors and de-risking commercial farming operations.

In this capacity, MiDA will coordinate efforts among key governmental ministries, including the Ministries of Food and Agriculture, Energy, and Roads and Highways, collaborate with the Ghana Armed Forces, particularly the 48 Engineer Regiment, for land development and with the Ghana Irrigation Development Authority for
land surveys and irrigation infrastructure and ensure access to agricultural equipment, certified seeds, and other essential inputs.

Another area MiDA will champion is the Digital Youth Village (DYV), which aims to create an enabling environment and a dedicated address for accelerating digital entrepreneurship growth among Ghana’s youth.

The initiative focuses on key areas such as entrepreneurship, funding innovation, developing digital
skills, and forming industry partnerships in agritech, fintech, edutech, health tech, and retail tech. MiDA will act as the Digital Youth Village (DYV) coordination and programme management office.

MiDA’s responsibilities include supervision and reporting on construction, coordination of the innovation operating model, development of a sustainable funding model, and stakeholder management.

MiDA will also oversee the implementation phase of the Ghana Cares “Obaatanpa” Programme, an economic revitalisation initiative launched in 2020. MiDA’s responsibilities include: Ensuring the alignment of all activities related to the programme’s economic recovery goals, managing partnerships with the Ministry of Finance and other relevant stakeholders to achieve the desired economic outcomes.
