Accomplished academic Isaac Owusu-Mensah to be appointed director of research at the Presidency

President Akufo-Addo is expected to appoint Dr Isaac Owusu-Mensah as the director of research in the Office of the President

Barring any last-minute changes, President Akufo-Addo is expected to appoint Dr. Isaac Owusu-Mensah, as the director of research in Office of the President, Asaase Radio’s sources at Jubilee House have confirmed.

The research directorate of the Office of the President is to be revamped following the scrapping of the Ministry of Monitoring and Evaluation for President Akufo-Addo’s second government.

It will now serve as the pivot around which the offices of the president, his ministers and other presidential appointees will be monitored and assessed to ensure efficiency, productivity and a targeted approach to prosecuting government policy over the next four years.

Among other things, the research directorate will monitor and assess all metropolitan, municipal and district assemblies, conduct surveys to test the viability and impact of government policies, and gauge public opinion.

Additionally, the director of research will lead his team to monitor and evaluate the work and output of all appointees of the president, providing continuous feedback for the president and ultimately contributing to the development and execution of strategic decisions of Akufo-Addo’s second-term government.

Steeped in political science

Dr Isaac Owusu-Mensah is a senior lecturer in the Department of Political Science at the University of Ghana, a position he has held since February 2016. He was first appointed a lecturer in the department in 2011.

He received his O-level education at the Business Secondary School in Tamale and proceeded to Apam Secondary School, where he took his A-levels. Between 1993 and 1997, he studied for his Bachelor of Arts (with honours) in political science with philosophy at the University of Ghana.

In 2003 Dr Owusu-Mensah completed an MPhil in political science, also at the University of Ghana. In 2009, the same university conferred a doctorate in philosophy and political science on him.

Author, author

He has several publications to his credit, including The Judiciary and Democracy in Ghana’s Fourth Republic; The Poor Paying for the Rich: The Politics of Inequality in Water Pricing-Structure in Ghana; Parliamentary Caucuses in Ghana’s Fourth Republic: Challenges and Recommendations.

He has co-authored many other publications, such as Mediating the Dagbon Chieftaincy Conflict: The Eminent Chief Approach and Ghana’s Transition Act and the 2013 Transition.

As part of his contribution to academia and society as a whole, Dr Owusu-Mensah has provided extensive services and made presentations at conferences from 2012 to date.

He serves as a member of two national boards and one council, namely the ELEF Scholarship Scheme, the Ghana Education Trust Fund (GETFund) and the Koforidua Technical University Council.
