1% COVID-19 Levy abolished; repeal takes effect January 2026

Ghana has officially abolished the COVID-19 Health Recovery Levy after President John Dramani Mahama signed the repeal into law.

The move ends the 1% charge on goods, services and imports that was introduced at the height of the pandemic.

The decision follows parliamentary approval last month and forms part of the government’s broader effort to eliminate what it describes as nuisance taxes in order to ease pressure on households and businesses.

The levy was first introduced in 2021 under Act 1068 as an additional charge on the value of taxable supplies and imports.

It was applied alongside VAT, the National Health Insurance Levy and the GETFund levy, effectively increasing the cost of a wide range of consumer transactions.

The repeal takes effect in January 2026, removing the extra 1% burden from the tax system.
